The Ministry is responsible for the coordination of foreign policy and other international activities carried out by state bodies within the established competence. In performing foreign affairs, state bodies cooperate with the Ministry by timely reporting on planned and implemented activities. Communication of state bodies with representatives of other states and international organizations takes place through the Ministry or in cooperation with the Ministry, when it is in accordance with international agreements and diplomatic practice. Relations between state bodies and diplomatic and consular missions take place through the Ministry. The Ministry, within its competence, performs the following tasks: represents, along with the President of the Republic, the Republic of Serbia in relations with other states, international organizations, international courts and other international institutions, as well as with their representations in the Republic of Serbia; protects the interests of the Republic of Serbia, its citizens and legal entities abroad; proposes to the Government the foreign policy it determines; proposes to the Government the establishment and termination of diplomatic relations with other states; proposes to the Government the membership, ie the participation of the Republic of Serbia in international organizations and integrations, as well as in other forms of international cooperation; proposes to the Government ambassadors, consuls general and honorary consuls of the Republic of Serbia abroad; participates in matters related to the accreditation of official representatives of states and international organizations in the Republic of Serbia; organizes official visits at the state and diplomatic level; participates in preparations for the participation of representatives of the Republic of Serbia in international negotiations and conferences; analyzes the international position of the Republic of Serbia and bilateral relations with other countries; analyzes foreign policy aspects of defense and national security; analyzes and predicts the development of regional and global relations and phenomena, especially in the field of foreign policy, security, international public and private law, economy, ecology, education and culture and the state of human rights, which are important for international relations of the Republic of Serbia; collects and analyzes information from foreign media related to the Republic of Serbia; prepares draft laws, other regulations and general acts in the field of foreign affairs, gives an opinion on draft laws and other regulations related to foreign affairs for which other state administration bodies are competent, and which are of interest to the international position of the Republic of Serbia; prepares legal opinions on issues of international law for the needs of the President of the Republic, the Government and other state bodies; proposes to the Government a strategy for the development of foreign affairs and other measures that shape the foreign policy of the Government; prepares documentation, information and analysis in the field of foreign policy; in cooperation with the competent state bodies, initiates the procedure and coordinates the conduct of negotiations and conclusion of international agreements, participates in the procedure of their confirmation and monitors their implementation; keeps the originals of all international agreements, joint announcements and declarations of the Republic of Serbia and its international legal predecessors; informs the governments of other countries and the international public, as well as emigrants, persons of Serbian origin and citizens of the Republic of Serbia abroad on the policy of the Republic of Serbia and, in cooperation with other competent state administration bodies, works to promote political positions of the Government ; in cooperation with the Ministry of Diaspora, promotes respect for human and minority rights of emigrants, persons of Serbian origin and citizens of the Republic of Serbia abroad; in cooperation with other competent state administration bodies, conducts voting of citizens of the Republic of Serbia who have a permanent or temporary residence abroad during elections and referendums at the republic level; in cooperation with other state administration bodies, performs delimitation activities with neighboring states, prepares and keeps documentation on the state border; collects and preserves documentation on the foreign policy of the Republic of Serbia, encourages scientific research in the field of foreign policy and international relations; conducts the procedure of acquisition, maintenance and disposal of immovable property abroad which is necessary for the work of diplomatic and consular missions; organizes, maintains and protects systems of information, telecommunication, courier and other connections with diplomatic and consular missions and other information systems; performs security affairs of the Ministry, diplomatic and consular missions and employees; in cooperation with other competent bodies, in accordance with a special law, ensures participation in international missions; performs other tasks determined by law. The principles for internal organization and systematization of jobs in the Ministry are prescribed by the Government, at the proposal of the Minister of Foreign Affairs (hereinafter: the Minister). The Ministry shall perform the security tasks referred to in item 25 of this Article in the manner prescribed by the Government, upon the proposal of the Minister. The Ministry performs its activities directly and through diplomatic and consular missions.
